Job Description:

On behalf of our Public Sector Client, Affinity is seeking a Senior Business Analyst for a 12 moth contract. Candidates must be located in the Lower Mainland for hybrid work.

Overview

We are seeking a Senior Business Analyst to support a strategic initiative focused on evaluating machine learning capabilities to improve operational prediction accuracy. The successful candidate will lead the assessment of internal capabilities versus third-party solutions, develop a business case, and provide a well-supported build-versus-buy recommendation.

This role will work closely with business and technology stakeholders to analyze requirements, evaluate solution options, and support the implementation of technology initiatives.

Key Responsibilities

• Evaluate opportunities to enhance existing machine learning capabilities.
• Assess vendor solutions and market offerings.
• Develop a data-driven build-versus-buy recommendation.
• Identify project objectives, opportunities, risks, and constraints.
• Facilitate stakeholder workshops, interviews, and requirements-gathering sessions.
• Analyze and document business, functional, and technical requirements.
• Coordinate with technology teams to define solution options and identify service or technology gaps.
• Evaluate proposed technology solutions to ensure alignment with business needs.
• Perform fit-gap analysis where required.
• Prepare business cases, decision documents, and executive presentations.
• Translate high-level business needs into detailed functional and technical specifications.
• Document current-state (As-Is) and future-state (To-Be) business processes.
• Support project planning activities, including work breakdown structures and project schedules.
• Assist in developing test strategies, use cases, test scripts, and requirements traceability.
• Support and facilitate User Acceptance Testing (UAT).
• Work collaboratively with vendors and internal stakeholders to resolve functional and technical issues.
• Maintain project documentation and facilitate business analysis communications throughout the project lifecycle.

Required Qualifications

• Bachelor's degree in Business, Information Technology, or a related field.
• Formal training in Business Analysis and/or process improvement methodologies.
• Minimum 7 years of Business Analysis experience.
• Demonstrated experience supporting IT software delivery and technology projects.
• Extensive experience gathering, documenting, and validating business and technical requirements.
• Experience conducting feasibility assessments, technology evaluations, and solution analysis.
• Strong data analysis skills with the ability to use findings to support recommendations.
• Proven ability to facilitate workshops and engage stakeholders across business and technical teams.
• Experience translating business requirements into detailed system specifications.
• Knowledge of project management methodologies and governance practices.
• Excellent analytical, communication, facilitation, and documentation skills.
• Proficiency with Microsoft Office, including Visio.
• Experience using SharePoint.

Preferred Qualifications

• Experience within public sector environments.
• Experience implementing enterprise technology solutions.
• CBAP or CCBA certification is considered an asset.

The ideal candidate is a strategic Business Analyst with strong stakeholder engagement skills and experience evaluating technology solutions. They are comfortable navigating ambiguity, developing business cases, and partnering with both business and technical teams to deliver practical, evidence-based recommendations.
